The legislation was prompted by the deaths of 1-year-old twins from New City after they were left by their father, Juan Rodriguez, in the back of a hot car for several hours in the Bronx last year. Rodriguez pleaded guilty to second-degree reckless endangerment and was sentenced to a one-year conditional discharge. Carlucci’s bill is currently in the Senate’s Rules Committee.
