The owners of a Spring Valley apartment complex that was handed more than more than 100 building and safety code violations following a fire are suing the county, reportedly claiming Rockland shouldn’t be able to fine property owners for code violations. 90 people lost their homes in that fire last March at Country Village Towers. As directed by the state, Rockland County took over code enforcement for the village of Spring Valley, after a massive fire in March 2021 killed a volunteer firefighter and a resident of an adult home.
