Carlucci hopes an appeal by Rockland’s supervisors, the Solid Waste Management Authority and the Sewer District #1, succeeds. Suez says the plan also includes various infrastructure improvements, such as replacing older pipes, upgrades at the Lake DeForest Water Treatment Plant in West Nyack, and improvements to existing water storage tanks, booster pumps, wells, and water supply dams.
