Falco laments catalytic converter thieves don’t spend much time in jail because of the bail reform laws. The legislation Hochul signed would impose restrictions on the purchase, sale, and possession of catalytic converters by vehicle dismantlers and scrap processors, also known as “chop shops.” She also directed the State Police and DMV to work with local, state and federal law enforcement agencies to increase investigations in areas where such thefts are on the rise.
