NY Governor Signs “Dream’s Law”

New York’s governor has signed legislation that would guarantee continued care for patients with a Central Venous Line after being discharged from the hospital. Dream’s Law is named after Dream Shephard, who had a stem cell transplant five years ago to battle Sickle Cell Disease. Doctors put in a Central Venous Line that sent medicine right into Dream’s heart. When she left the hospital, Dream’s insurance wouldn’t cover a home nurse to care for the Central Venous Line. Rockland and Westchester state senator David Carlucci says no one, let alone a 10 year-old girl and her non-medically trained mother, should have to be responsible for that type of medical care…

Dream’s mother, Diana Lemon, said she was waiting on line last week getting her lunch when she got the call that the law had been signed…

Carlucci is working to amend Dream’s Law so that all New Yorkers leaving the hospital get appropriate patient care regardless of the condition or further care necessary after they are discharged. Dream’s Law takes effect immediately and can be amended when the legislative session begins in January.
