Costs have nearly doubled for the New Hi-Tor shelter to an estimated $17 million. A ceremonial ground-breaking was held last October. Hi-Tor’s president has since been charged and pleaded not guilty to filing a false instrument, allegedly filing improper paperwork for kittens from Spring Valley that were actually from New Jersey. The shelter has been in Pomona for about a half-century.
