A federal judge has ruled that executive orders issued by Rockland County seeking to keep New York City from sending migrants here were unconstitutional. The judge ordered the same for Orange County in a lawsuit filed by the New York Civil Liberties Union, which claimed the executive orders interfere with immigration matters covered by federal law and that the migrants were targeted because of their race.
