Skoufis says combining the federal and state primaries into one would save around 10 million dollars. New York is one of only 13 states in the nation that does not offer early voting and ranked 41st in voter turnout in the 2016 general election. One study suggested voter turnout could increase 7 percent with the addition of same-day voter registration.
