New York Governor Andrew Cuomo has declared states of emergency for Dutchess, Putnam, Sullivan and Westchester counties. 200 members of the New York National Guard are on the ground to provide assistance as needed. New Jersey Governor Phil Murphy declared a state of emergency for the Garden State effective 8pm Tuesday ahead of the storm. At last count there were still about 365 O&R customers in Rockland without power, and O&R crews were working on restoring power to approximately 2,800 customers in their coverage area who remain out of service since last week’s storm. O&R asks motorists who come upon emergency scenes to drive safely while crews are at work.
