A 32 year-old Haverstraw man was found passed out in a car by Ramapo police Tuesday night, and they say he was in possession of around 130 individual packages of heroin and hypodermic needles. Ramapo police say the man was under the influence of heroin and asleep in his car around 8 PM off Summit Park Road in New Hempstead. He was arrested and charged with Criminal Possession of a Controlled Substance and Driving While Impaired by Drugs.
