Balloon Bill Bouncing through New Jersey

You know how sometimes to celebrate things people release hundreds and hundreds of helium-filled balloons that float away into the sky? Well, a bill in New Jersey could make that practice illegal. The Balloon Council, a lobby group based in Trenton, says the bill is full of hot air, and a threat to mom-and-pop balloon shops and the balloon industry.
