Westchester County Executive Rob Astorino will be presenting his $1.8 billion budget for 2017 this morning at 11 a.m. It is the seventh straight year of flat taxes. While the specifics of the plan are unavailable, Astorino did reveal last week that part of the plan would include $15 million in revenue through a leasing agreement at the Westchester County Airport.
