Drunk Driver Who Killed NYPD Sentenced

In Westchester County Court, Judge Barry Warhit, sentenced 21-year-old Efren Moreano to serve up to 12 years in prison for a wrong-way crash that killed 46-year-old NYPD Detective First Class, Paul Duncan of Hartsdale. In the early morning hours of February 27,2015 Moreano was driving drunk in his Honda Civic at more than 100 miles per hour. He drove north in the southbound lanes of the Sprain Parkway, traveling for approximately 2.2 miles in the wrong direction until he slammed head on into Duncan’s car. Duncan was killed instantly. His wife and daughter survive the 17-year veteran of the NYPD. At his sentencing Moreano stated, “From the bottom of my heart I’m truly sorry,” he added, “I take it back a hundred thousand times every night before I go to sleep. I don’t think I’ll ever be half the man Paul Duncan was. I really wish he was the one who survived and I died.”
