Bardonia Business Owner Charged With Fraud

Bardonia resident, Thomas Delaney, owner of Over Rock Construction LLC plead guilty to filing false tax returns and defrauding the New York Power Authority of $400,000 in bill-rigging. The New York Inspector General’s Office investigated Delaney for his five year $3 million contract for work at the administrative facility in White Plains from 2009 and found he submitted false payroll statements and invoices seeking funds for people who never worked. The investigation involved the FBI and IRS Criminal Investigation Division, finding Delaney also had the assistance of co-conspirators to “cook the books twice” said Assistant Attorney General Bill Baer of the Justice Department’s Antitrust Division. Delaney could face up to 20 years in prison, three years of post-release supervision and a $250,000 fine pending his guilty plea to fraud conspiracy. Tax fraud carries up to three years in prison and a $100,000 fine. His sentencing is scheduled for December 4 at the White Plains federal courthouse.
