Suffern Approves Developer Tax Deal

The Suffern Village Board voted last week to approve a tax deal with Orange Avenue Associates LLC, who plans to build an apartment complex on Orange Avenue and Chestnut Street. The deal allows for the developer to buy a plot of land at 120 Orange Avenue from the village for $280,000 as well as $12,000 in fees, while also agreeing to clean up the lot and the Chestnut Street underpass. According to Village Treasurer Thomas Zordan, the developer will pay the village $300,000 in building permits and park development fees. The payment in lieu of taxes, or PILOT, program will allow the company to pay the same amount in taxes for 35-years as they would pay for the property if they did not develop it. In the 35-years the village will receive about 2.68 million dollars from Orange Avenue Associates. Opponents have stated that it is unfair for the group to pay 1.1 million dollars less in taxes than the market value. The vote passed 3-1 and the developer expects the building with 91 apartments ranging in monthly rent from $2,000 to $2,300, will bring consumers and improve Suffern’s downtown area.
