In the State of the State address, Cuomo said he plans to sue the federal government over the new tax law, claiming it’s unconstitutional because it discriminates against New York and other states that voted against President Donald Trump. Cuomo is also reportedly considering reducing the income tax and funding more of the state through payroll taxes instead, the cost of which is shared by workers and employers and which are still deductible.
